US-based AI leader OpenAI has announced a major expansion in India, unveiling plans to open new offices in Bengaluru and Mumbai later this year. The move comes alongside a significant partnership with Tata Consultancy Services (TCS), which will deploy ChatGPT Enterprise internally and collaborate on large-scale AI infrastructure.
OpenAI already operates from New Delhi, but the addition of hubs in Bengaluru — India’s technology capital — and Mumbai — its financial centre — signals a deeper commitment to one of its fastest-growing markets. The announcement follows OpenAI’s recent disclosure that India has crossed 100 million weekly ChatGPT users, making it the company’s second-largest market globally after the United States and its largest in Asia.
India’s rapid AI adoption has drawn increasing attention from global tech giants. While the broader AI race has largely been dominated by the US and China in developing advanced large language models, India has quietly emerged as a critical growth region. A vast developer ecosystem, expanding digital infrastructure, and strong enterprise demand have positioned the country as a strategic hub for AI expansion.
OpenAI CEO Sam Altman highlighted India’s role in shaping the future of artificial intelligence, noting the country’s combination of technical talent, policy support, and widespread enthusiasm for emerging technologies.
“India is already leading the way in AI adoption,” Altman said, adding that the country is well placed to influence how “democratic AI” is scaled globally. Through its “OpenAI for India” initiative, the company plans to invest in infrastructure, partnerships, and skill development to build AI solutions tailored for India’s needs.
Strategic Tie-Up with TCS
A central pillar of OpenAI’s India expansion is its infrastructure collaboration with TCS. OpenAI will become the first customer of TCS’s new data centre business, initially utilising 100 megawatts of capacity. This initiative is part of the global Stargate programme — a multi-year, $500 billion effort aimed at building large-scale AI data centres for training and inference workloads worldwide.
The partnership extends beyond infrastructure. TCS’s parent, Tata Group, plans to roll out ChatGPT Enterprise across its companies over the coming years. The deployment is expected to begin with hundreds of thousands of employees, making it one of the largest enterprise-level adoptions of OpenAI’s workplace AI tools in the region.
ChatGPT Enterprise is designed specifically for large organisations, offering advanced security, privacy controls, compliance features, and administrative tools. The rollout across Tata Group companies is expected to enhance productivity, streamline workflows, and accelerate AI-driven transformation across sectors ranging from IT services to manufacturing and retail.
N Chandrasekaran, Chairman of Tata Sons, said the collaboration presents a major opportunity to build cutting-edge AI infrastructure within India while equipping the country’s workforce with future-ready skills. He emphasised that the partnership would help empower India’s youth and strengthen its position in the global AI economy.
India’s Growing AI Ecosystem
OpenAI’s expansion comes amid a broader wave of global tech investments in India. The country’s large English-speaking user base, startup ecosystem, and supportive policy framework have made it an attractive destination for AI innovation.
Altman is expected to outline more details about OpenAI’s India strategy at the upcoming India AI Impact Summit 2026. The event will also feature global tech leaders such as Sundar Pichai, CEO of Google; Alexandr Wang, associated with Meta’s AI initiatives; and Dario Amodei, CEO of Anthropic.
With India rapidly becoming a global AI powerhouse, OpenAI’s new offices and enterprise partnerships underscore the country’s growing importance in shaping the next phase of artificial intelligence development and adoption.
